Violations and Enforcement of Graduated Driver Licensing Restrictions in North Carolina and Washington State

Graduated Driver Licensing (GDL) systems are among the most celebrated advances in teen driver safety, and have yielded significant crash reductions among young novice (16- and 17-year-old) drivers. However, little is known about the extent to which various GDL components (e.g., restrictions on late-night driving, passenger limits, etc.) are actually enforced. This report examines records from 2 states to gain insight into this question.
